We somehow ended up with:

after getting the new website up.
This is not what the specification used to say before we moved to the new site. See:

Since this is not really a change to the specification, but rather a reversal of an inadvertant
corruption of what the specification should say, I think we should be able to change the CellML 1.1
specification without creating any problems.
