Matlab shows the min and max values out of all the data values that map to the
same x-pixel coordinate.
This seems like a sensible approach.  Other more advanced approaches are
possible, for example varying colour intensity according to the density of data
points (i.e. like a histogram rendered where colour intensity increases with
"frequency").
Still seems like a bug to me, so lets compromise and call it a feature request.

I'm not sure that this is really a bug as much as a feature (when you zoom out,
you expect that less detail will be shown). PCEnv deliberately limits the number
of points it will ever attempt to plot in order to keep the UI responsiveness
reasonable. We could pick and choose those points based on their numerical
values, but in every case we will still lose some detail off the graph.
