The MIME type has now been approved by the IESG, and so is the official MIME
type for CellML.

The MIME type is currently under review by the IESG (shepharding AD is lisa at
osafoundation.org).
I have now committed a patch to serve documents with this MIME type.

The application form is not sufficient as we don't want a vnd. or prs.
registration. The procedure is described in http://www.rfc-
editor.org/rfc/rfc4288.txt
I have submitted an Internet Draft, and once that is processed, we need to
inform ietf-types@iana.org, and wait at least two weeks for feedback. After
integrating feedback into the document, we then need to ask the IESG to approve
the draft as a Proposed Standard, at which point the IANA Considerations section
of the draft will take effect and the name will be registered.
